If your at port Stephens , you wanna head to the fads for dollies, you should see plenty of dollies out there, just be sure to mesure your fish, the fisheries are really strict and will pinch you even for 5mm under size. Decided to go closer in and not head to the shelf. found the water was very cold this weekend though... I found 2 or 3 miles of 14c water and the max was 17.
